Job Title: Code Enforcement Officer

Location: Clarksburg City Hall

Reports to: Director of Code Enforcement

The City of Clarksburg is seeking qualified applicants for the Code Enforcement Officer position. This position is responsible for the overall enforcement of local and state building codes, zoning regulations, ordinances, and property maintenance standards for the City of Clarksburg. This position also inspects buildings, properties, and businesses to ensure compliance with various codes and regulations. This position may require working some weekends, as requested.


Job Duties and Responsibilities:

This position’s primary role in Code Enforcement is to enforce compliance, maintain accurate records of violations and inspections for commercial and residential properties, and perform other assigned duties as directed by the Director of Code. Any one position may not include all the specific duties listed, nor do the job examples cover all the responsibilities that may be performed. Duties are subject to change as operations are deemed necessary.


· Inspect public and private properties to enforce zoning regulations and building code compliance.

· Issue citations and warnings for violations of regulations and codes such as Certificates of Use and Occupancy, Notices of Violations, Work Orders for Public Works, and Condemnation Notices and Postings.

· Maintain accurate records of residential and commercial properties related to inspections, registration of rental properties, compliance issues, violations, condemnations, demolition orders, and other enforcement actions.

· Analyzes property lot coverages and setbacks for projects.

· Point of contact for property owners and businesses to answer questions related to compliance with regulations, ordinances, and codes.

· Respond to citizen complaints concerning potential violations and take appropriate action when necessary. · Provide education and information about regulations and codes to the public.

· Work with other city departments to ensure public safety and quality of life.

· Attend hearings and court proceedings related to code enforcement cases,

· Keep up to date on changes in regulations and codes and attend training as needed to obtain and maintain certifications.

· Provide recommendations for changes to regulations and codes based on experience and observations.

· Issue interdepartmental, public, and state agencies reports as required.

· Maintains the confidentiality of all records, reports, and correspondence.

· Performs all duties and functions following Policy and Procedure set forth by the City of Clarksburg Employee Handbook.

· Promotes an image of professional courtesy as a representative of the City of Clarksburg. Performs related work and duties as needed or assigned by superiors.


Required Qualifications:

The incumbent must be a high school graduate or equivalent. Candidates must be able to qualify as a Building Inspector to the West Virginia State Fire Marshal's Office, which includes Code B1 – Residential Building Inspector Exam and Code B2 – Commercial Building Inspector Exam. Officers will also be required to obtain their Code 64 – Property Maintenance and Housing Inspector and all educational and licensing requirements as required by the City of Clarksburg Code. The applicant must have a valid driver’s license. The position requires the ability to type, use computer software packages, and operate ordinary office machinery. Required to pass a professional-administered pre-employment drug test and background check.


Knowledge, Skills, and Abilities:

· Working knowledge of the state adopted building codes, NFPA electrical codes, the City of Clarksburg maintenance standards, ordinances, and other regulations.

· Working knowledge of building construction materials and building and housing codes.

· Ability to perform thorough and efficient inspections of structures, construction sites, and processes.

· Must possess effective verbal and written communication skills.

· Knowledge of the principles of record keeping and records management.

· Work harmoniously with all levels of personnel, the business community, employees, officials, and the general public.

· Effectively present facts and materials before the Municipal Court to prove non-compliance issues.

· Ability to ascertain the proper owner of record for all properties, to ensure appropriate notification of compliance issues as it pertains to the Standards and Codes of the City of Clarksburg.

· Knowledge of the city policies, procedures, and general safety practices, legal liabilities, and responsibilities.

· Requires the ability to work with minimal supervision.

 

Physical Standards Required to Perform Essential Job Duties:

The position performs work in which the employee is frequently required to sit, talk, or hear; use hands to finger, handle, feel, or operate objects, tools, or controls; and reach with hands and arms or sustain keyboard operations. The employee is required to walk/climb stairs and operate a vehicle. The employee must be able to lift and/or move up to 15 lbs. Specific vision abilities required by this job include close vision and the ability to adjust focus. The noise level in the work environment varies as the position requires working in an office setting and in the field.

· Work a forty (40) hour workweek, Monday through Friday, with the opportunity of overtime after serving a probationary period.

· Perform various tasks related to operating and maintaining city streets, equipment, vehicles, facilities, and tools.

· Handle a variety of materials, conduct clean-up activities, and support the city’s local festivals and parades.

· Operate snow removal vehicles and maintain city roadways and sidewalks.

· Drive and operate city vehicles and equipment, including mowing and weed-eating.

· Ability to address the general public tactfully and courteously, and to establish and maintain effective work relationships with other employees, public officials, and the general public.

· Other duties as assigned by supervisors or the City Manager.


Required Qualifications:

· Possess a high school diploma or equivalent education.

· Provide proof of citizenship and/or eligibility to work in the United States legally.

· Should be willing and able to possess a valid WV Class A or B driver’s license.

· Ability to drive a standard shift vehicle is preferred.

· Must be willing to provide consent for a full and limited query through the FMCSA Clearinghouse with a “driver not prohibited” status, if possessing a CDL.

· Required to pass a professionally administered pre-employment drug & alcohol test, physical, background check, and random drug screenings.


Knowledge, Skills, and Abilities:

· Knowledge of general construction, repair, and maintenance principles.

· Experience in lawncare, plumbing, electrical, carpentry, masonry, truck driving, heavy equipment operations, or mechanics experience is preferred.

· Ability to work safely and possess effective verbal communication skills.

· Able to perform heavy manual work for extended periods of time.


Physical Standards Required to Perform Essential Job Duties:

This position is required to lift and/or move up to (50) pounds with or without assistance, push, pull, operate power tools, and other controls. Employees are regularly required to stand, sit, walk on uneven or slippery surfaces, climb, kneel, balance, squat, crawl, stretch, bend, maneuver in tight spaces, and use hands and fingers to handle equipment to perform duties. This position requires the ability to perform strenuous physical labor throughout the city in varying weather conditions, including wet, hot, and cold. Specific vision abilities required by this job include close, distance, peripheral, and color vision, as well as the ability to adjust focus. Employees will frequently be exposed to odors, fumes, toxic conditions, air contaminants, dust, grease, high levels of noise and risk of bodily injury.

Job Title: Seasonal Summer Worker (PW)

The City of Clarksburg is seeking qualified applicants for the position of Seasonal Summer Worker in the Public Works Department. This is a temporary part-time position, working from 8:00 a.m. to 2:00 p.m., to perform a variety of duties as needed, assisting with beautification within the city limits of Clarksburg. Temporary employees are not eligible for any benefits except those that are legally mandated, such as workers’ compensation.

Work is mainly performed outside, and employees are regularly exposed to traffic and varying weather elements. The Noise levels in the work environment are unusually moderate to loud.
