The City of Clarksburg is seeking qualified applicants for the position of Code Enforcement Officer. This position is responsible for the overall enforcement of local and state building codes, zoning regulations, ordinances, and property maintenance standards for the City of Clarksburg. This position also inspects buildings, properties, and businesses to ensure compliance with various codes and regulations.
Job Duties and Responsibilities
This position’s primary role in Code Enforcement is to enforce compliance and maintain accurate records on commercial and residential properties regarding violations and inspections, and to perform other assigned duties as directed by the Project Director.

- Inspect public and private properties to enforce zoning regulations and building code compliance.
- Issue citations and warnings for violations of regulations and codes such as Certificates of Use and Occupancy, Notices of Violations, Work Orders for Public Works, and Condemnation Notices and Postings.
- Maintain accurate records of residential and commercial properties related to inspections, registration of rental properties, compliance issues, violations, condemnations, demolition orders, and other enforcement actions.
- Analyze property lot coverages and setbacks for projects.
- Serve as point of contact for property owners and businesses to answer questions related to compliance with regulations, ordinances, and codes.
- Respond to citizen complaints concerning potential violations and take appropriate action when necessary.
- Provide education and information about regulations and codes to the public.
- Work with other city departments to ensure public safety and quality of life.
- Attend hearings and court proceedings related to code enforcement cases.
- Keep up to date on changes in regulations and codes and attend training as needed to obtain and maintain certifications.
- Provide recommendations for changes to regulations and codes based on experience and observations.
- Issue interdepartmental, public, and state agencies reports as required.
- Maintain the confidentiality of all records, reports, and correspondence.
- Perform all duties and functions following Policy and Procedure set forth by the City of Clarksburg Employee Handbook.
- Promote an image of professional courtesy as a representative of the City of Clarksburg. Perform related work and duties as needed or assigned by superiors.
Required Qualifications
The incumbent must be a high school graduate or equivalent. Candidates must be able to qualify as a Building Inspector to the West Virginia State Fire Marshal's Office, which includes Code B1 – Residential Building Inspector Exam and Code B2 – Commercial Building Inspector Exam. Officers will also be required to obtain their Code 64 – Property Maintenance and Housing Inspector and all educational and licensing requirements as required by the City of Clarksburg Code. The applicant must have a valid driver’s license. The position requires the ability to type, use computer software packages, and operate ordinary office machinery. Required to pass a professional administered pre-employment drug test and background check
Knowledge, Skills, and Abilities
- Working knowledge of the state adopted building codes, NFPA electrical codes, the City of Clarksburg maintenance standards, ordinances, and other regulations.
- Working knowledge of building construction materials and building and housing codes.
- Ability to perform thorough and efficient inspections of structures, construction sites, and processes.
- Must possess effective verbal and written communication skills.
- Knowledge of the principles of record keeping and records management.
- Ability to work harmoniously with all levels of personnel, the business community, employees, officials, and the general public.
- Ability to effectively present facts and materials before the Municipal Court to prove non-compliance issues.
- Ability to ascertain the proper owner of record for all properties, to ensure appropriate notification of compliance issues as it pertains to the Standards and Codes of the City of Clarksburg.
- Knowledge of the city policies, procedures, and general safety practices, legal liabilities, and responsibilities.
- Ability to work with minimal supervision.

- The position performs work where the employee is frequently required to sit, talk, or hear; use hands to finger, handle, feel, or operate objects, tools, or controls; and reach with hands and arms or sustained keyboard operations.
- The employee is required to walk and operate a vehicle.
- The employee must be able to lift and/or move up to 15 lbs.
- Specific vision abilities required by this job include close vision and the ability to adjust focus.
- The noise level in the work environment varies as the position requires working in an office setting and in the field.
